Orangetown Completes $7.5M Sale Of Town-Owned 60-Acre Property

ROCKLAND COUNTY, N.Y. --  Orangetown and JP Morgan Chase finalized the long-awaited sale of 60 acres of town-owned land at the Rockland Psychiatric Center for construction of a data center on Wednesday, said town officials.

The total value of the investment is approximately $490 million according to preliminary estimates, including $7.5 million paid to Orangetown, an estimated $40 million in remediation costs, a new electrical substation, and the construction of the data center building itself, said Orangetown Supervisor Andy Stewart.

Off-site improvements include an upgrade to nearby sewers, water lines, a new traffic signal at the intersection of Convent Road and Third Avenue, and improved nearby access roads, he added.

The data center project, by remediating dozens of abandoned hospital buildings and adding a new taxable income for the town, with very little traffic or other impacts, resolves the town’s most pressing land use challenge and sets the table for the dedication of adjacent waterfront lands for park development and other municipal and private development purposes, Stewart said.

But the making the sale a reality depended on a number of items including the approval of various permits and from several different government agencies.

Stewart said town employees and officials had an "all hands on deck" attitude and managed to get the complicated deal done and the bank recently placed a construction field office on the site.

"Besides saving the town millions by getting the two golf courses into private management, the delivery of the JPMC data center deal is probably my proudest moment as Town Supervisor," Stewart said. "I am so impressed with the professionalism and dedication of our town staff, the unanimity of the Town Board’s support, and the timelessness of the bank’s legal, engineering, and financial team. Congratulations to all involved!”

The project is not the first development on the site that has seen the construction of soccer and Little League fields, and the ongoing building of a training facility for the NYC Football Club.
